Brave is best, seeing as Swampert can take the Spd decrease and needs SAtk. If I hadn't implied already, use what the dude above posted. Rest over Surf preferrably.

Yep. Rest is to keep Cursepert in as long as you can so as to keep the stat changes.

I find Relaxed nature works better for Cursepert. And Curse/Rest/EQ/Hydro Pump is what I would use, if I had one.
