T-Bolt or Psychic on Lapras?

I am training a speacial Attacking Lapras for the BF. But I cant decide which of the two attacks I should use. Here it's whole moveset.

Lapras
Modest
@ Leftovers
Surf
Ice Beam
Confuse Ray
t-bolt??/Psychic???

Everywhere I look it says I should put T-bolt, but isn't Psychic better? I mean it covers it's fighting weakness and with thunderbolt, there's nothing I can do to Lanturn or Ludicolo. what do you think?

I would say T-bolt for any flying types that the
trainer could use.

Lapras can, but I always like Vappy or Dewgong better. Go with T-bolt.

Confuse Ray doesn't do wonders for me.
