Starmie has Rapid Spin, yes- but it's the one that's definately going to be taking damage from the Spikes with assurance, and a lack of recovery is going to hurt it. Perhaps give it one more point in HP, so it can switch in nine times with Stealth Rock active, assuming it doesn't take any other damage.
