That is actually a pretty decent set. Although metagross should know Phychic and Milotic should know Recover (replacing Rest) and Mirror Coat. (Repacing Sleep Talk)

2) Milotic does not need Mirror Coat

Special pokemon i want to use over Rhydon: Gary,Starmie,Scyptile,Raikou,Zapdos,Regice. Which one?

IMO, all of them are good, and I always thought Regice was a sp. wall... and u already got Lax.

Gardy, Raikou, or Starmie. Starmie can help with your Hera problem, but Gardy and Raikou are just cooler and better IMO.

Metagross isnt a special Poke. stick with a reg set:
Metagross-Leftovers
Adamant
Meteor Mash
Earthquake
Agility
Explosion.

Milotic can be either the Sleep Talk Version or the reg. standard one. Up to his Preference
