Pretty standard for the most part. Put Weezings leftover EVs into Atk.

Timid > Modest on Starmie.

Gengar wants Explosion over Ice Punch. And what, no EVs for CBGar? 252 Atk/252 Spd please.

no recover for starmie? i would personally take psychic out for recover as boltbeam and surf cover most things even though psychic gets stab recpver is useful

Return > Body Slam for Curselax. After one Curse even things that are paralysed can still outspeed you.

Explosion > Rock Slide, but it's fine as well.

Isn't Modest Starmie faster than most Pokemon in the Frontier though?

Starmie can't use Recover effectively. It's defenses and HP are too low to make much of a difference. All it really does is stall one turn.

Modest is fine, but depending on the Speed IV, you may not be able to outspeed other fast opponents (like enemy Starmies).

You underestimate Starmie’s defenses. Starmie is not Alakazam. 85 in both is pretty good, so Recover works fine on it.
