Here are some complaints:
1- Yes, it is supposed to be cartoony, but even cartoons need some detail. Little bent rectangles just won't do for legs. Even little bent rectangles with feet on the end will do. But rectangles alone won't do. Also you should make the legs get narrower as they get closer to the feet.
2- The body being a rectangle also isn't a very good idea. You need something a bit more realistic. Try making the body kind of like an oval, with a tail coming out of one end, and the head/neck coming out of the other. Of course don't make it entirely an oval, just the basic shape of the body.
3- Same with the tail. Study real-life lizards and make the tail more tail-shaped.
4- The pose needs to be redone. I don't know why a lizard would be sitting in midair with his legs sticking out forward.
5- This isn't really manditory, more of a style issue, but gradients are not really a good substitute for shading. It would be a good idea to add real shading, but if using gradients is your style, go on ahead. Gradients are just fine for backgrounds.
Here are some compliments:
1- Well, the head. It's just not bad. It's actually OK. You might want to round out the nose a bit, but besides that, it's fine.
Okay, fine that was one compliment, but the truth here is, it has a lot of potential, but it's just not very good right now. You want to add lot's more detail and pay more attention to the drawing. Keep it up!
