Two questions:

 Obviously.

As far as I can tell, it was either easier for the animators to do that for the game, or perhaps it has some ability to manipulate magnetism that just doesn't come into play whilst battling. In fact, if you read the old Dex entries for Onix, it says that it has an organic magnetic compass built into its head so it always knows what direction its digging in.

Then why'd you answer?

l did it address it to ladies and gentle man ,but my computer was a bit slow and messed it up ....

Its called MAGNITES! Steelix is like a magnite, if you have seen what magnites can do then you should know this. Magnites when attracted to each other they can make things float. Now that your question is answered, let this thread be closed.

Just because it's made of steel doesn't mean it's a magnet . It's not like the ground throughout Orre is metal right?

Magnemite, magneton, beldum, metang and metagross float on a magnetic field they generate. It's their way of moving. Kind of like the suspensor fields in Star Trek. This really exists in the real world. Experiments are already underway for magnetic leverage (Maglev) vehicle launch and monorails and bullet trains use this technology.
