how many badges do you need to recieve the auroraticket or can you just recieve it as soon as you unlock mystery gift?

You can only receive it from a Wonderspot. I don't believe that threre are any set up anywhere at this time.

Wonderspots were special devices set up at the rare Nintendo events such as Pokémon Rocks America. Since they only hosted these events in few, select cities, the other 99.9% of us are left screwed with no way of capturing Deoxys and friends. Thanks, Nintendo!

They also did 'Hunt For Deoxys' in the UK, at the end of last year.

Deoxys and Lugia/Ho-oh are obtainable only by special Tickets (the Aurora and Mystic Tickets, respectively), which are given out by Wonderspot (see question 26 for more info).

The Aurora Ticket (for Deoxys, on Island 8) was given out at Pokemon Rocks America and at the Pokemon Center in NYC for a few days sometime last year.
