i think its scizor because he is more faster at speed and at atacking..but steelix as more strenght..but its slow at speed and attacking

Both of those Pokemon have absolutely terrible movesets... X_x

But that Scizor would probably wind up winning simply because it could Swords Dance three times. That would be an awfully boring and retarded battle, though.
