Is this for anime that was released on DVD in 2007 in Japan, stateside, or bits of both?

I'm going to assume that it's the third option.

Mononoke.

Uhh... Mushi-shi? Le Chevalier D'Eon and The Melancholy of Haruhi Suzumiya didn't have bad English dubs, either.

Also probably neglecting to mention New Generation works like Ergo Proxy and Hellsing Ultimate...

The Medicine Seller from Ayakashi ~ Samurai Horror Tales: Goblin Cat and Mononoke.

- Most visual-appealing anime

Mononoke in Japan.

Ayakashi ~ Samurai Horror Tales: Goblin Cat and Mushi-shi stateside.

- Most memorable scene

I can't pick. So many great moments in Mononoke and Baccano!, the spear fight in Guardian of the Sacred Spirit, etc.

- Best opening theme

Ghost Hound - Poltergeist

or

Bokurano - Uninstall

Shame that the rest of the Bokurano anime fell apart and came up short to the manga.

- Best ending theme

Denno Coil - A Fragment of the Sky

- Best anime movie

Anyone who says anything other than The Girl Who Leapt Through Time in Japan is a dirty, horrible, filthy liar that needs to be stoned.

Paprika for stateside.

- Best antagonist

Does Ladd Russo from Baccano! count? If so, him.

- Anime with the most consistent quality

Mushi-shi stateside. Definitely.

Then Denno Coil, Mononoke, or Shigurui. DC is the highlight, but the other two had ridiculously consistent and very understated animation.
