Please tell me where is the best place to use max repel and find legendary dogs.

There is no "best place". Your best bet is to bring a bunch of max repels, a flying pokemon and a few battlers. Then fly to the same place and use Repel over and over. Eventually, you will run into one of them. They appear randomly, so...

I don't have a strategy to find Pokemon like them. I usually just do other things, and eventually run into them.

In all the Leaf Green and Fire Red games I've played that I've beaten the Elite Four, I've found my beast in Route 1. Without fail, always, Route 1. Really wierd.

I think a good spot to search for them is Route 6. It's where I captured all of them when I restarted 6 times.

If I just stand in the grass with a max repel on, and just lightly tap the directional pad so I face different directions, will the a dog eventually come to me?

Entei is a Lion, Raikou is a Tiger, and Suicune is a wolf, and you refer all three of them as dogs. End of Discussion.

Do lizards have plames on there tails? Can rabbits cause Lighning storms? Raikou Is BASED On a tiger.
