Best guess is this:

It's a picture of a Japanese Cinema ticket to the 9th Pokemon Movie "The Prince of the sea"

For a short time you could take your ticket and your copy of ranger and get the Manaphy mission downloaded onto your game.

Only half true. Sure it won't help us but nice Japanese people may :D Since D/P can trade between languages hopfully Manaphy will be obtainable. Besides people will use Chat Catridges, Hack their games, really whatever it takes to complete the Pokedex.

As for the tickets Gentleben is 100% correct. They generally have promotions for films such as the Mew giveaway promoting Movie 8 and I think there was a Deoxys giveaway promoting movie 7. There might of been 1 for the opposite Lati@s promoting Movie 5 and there (Don't recall) might of ben a thing promoting move 6 with Jirachi give aways. Hopefully Move 10, 11 and 12 will have Darkrai, Shiemi and Aruseus as promotional Pokemon. Well scrap that, only Darkrai and Shiemi since Aruseus is a cheap piece of crap.
