6. If unsuccessful, change the route you are in, to reset where the beasts are.
7. Repeat 5 and 6 until you find your Entei/Raikou/Suicune.

No, you can find it in the grass like Raikou and Entei.

(Actually, I don't even remember if it's possible to find any of the roamers in water...)
