the new water starters evolution?

i'.m sorry if someone has already posted a thred like this but maybe the water starters evolution in D/P is buizeru or because in this picture http://www.pokemonelite2000.com/n06_0615_dp23.jpg it states that it is level 20 and is battling a level 3 geodude so i think he is the starter beacause i always get my starter to lvl 20 in the beggining but i am not sure so if anyone gives any ideas i would be happy.
