What would happen if a non-Flying type uses Roost?

Its HP is restored and its typing remains the same, so it would work exactly like Recover in that case.

Can a non-Flying Pokemon outside of Sketch, Mimic, Transform, Copycat, Mirror Move or Metronome users even learn Roost?

Yes. Beedrill, Venomoth, Dunsparce, Scizor, Dustox, Volbeat, Illumise, Latios, Latias, Hydreigon, Volcarona, Reshiram, Zekrom, Kyurem, Decidueye, Vikavolt, Ribombee, Tapu Koko, Lunala, Buzzwole, and Pheromosa can learn it. Only Dunsparce learns it by level up. the rest learn it by TM.

Pratically any Pokemon with wings can use Roost, as Roost is the Recover of flying Pokemon, or pokemon with wings.

And Mew. Cuz that's kinda... its thing.

After you beat Team Galactic at Mt Coronet, you go to the top house in Celestic Town and talk to the old lady to see the other Legendary so that you can see Palkia in Diamond and Dialga in Pearl. Manaphy can't be seen in DP unless you get traded one.

Thankfully you do not need to see Manaphy to get the National Dex in Diamond/Pearl.

Why does not the usum dex perform its ceremony of adding new pokes when the player receives a poke from the gts from the what pokemon category?

How do I get all the different colour flabebe in ultra sun?

For the red flower, catch a Red Flower Floette at Ula'ula Meadow and breed it off for to hatch a Red Flower Flabébé from an Egg. For Blue Flower Flabébé, catch one at Poni Meadow and breed it off to hatch a Blue Flower Flabébé from an Egg. For the rest, Yellow, Orange and White Flowers, they can all be caught at Melemele Meadow. Yellow Flower Flabébé can be caught as soon as you find one by walking in the yellow flowers and the other two can only be encountered by SOS. Orange Flower Flabébé can only be SOS'd with Yellow Flower Flabébé as the original encounter but White Flower Flabébé can be SOS'd with both Cottonee and Yellow Flower Flabébé as the original Pokémon encountered.

Via transfer and breeding only.

In Generation VI, all wild and NPC Trainer-owned Deerling and Sawsbuck appear in Spring Form. Because seasons have been abandoned as a mechanic, Deerling and Sawsbuck do not change appearance, and their Summer, Autumn, and Winter forms must be transferred from a Generation V game. Bred Deerling are the same form as their mother, or the same form as the Deerling or Sawsbuck parent if bred with Ditto.

Assuming that you mean the forms, outside of trading, you can only get Deerling forms other than Spring Form by using Poké Transporter to transfer those Deerlings into Pokémon Bank and depositing them into your game.
