If a Pokémon doesn't have very many EVs at, say, level 70, it won't do too well at the Battle Subway when it's down to level 50, correct? But what if you continue to EV train the Pokémon? Will it become stronger in the Battle Subway when it reverts back to level 50, or does it stay at the EVs the Pokémon had at level 50, like the base stats do?

The level values are the only thing that gets droped, so the lv. 70 EV's will stay the same when it goes into the subway.

Keldeo's never been tested for Ubers, but it's probably going to be either OU or Uber. It looks like OU material, with great competitive typing and Secret Sword to hit special walls like Blissy and Gastrodon.

It won't get any Smogon tier until it's first event is released.

Probably yes, considering the fact that to be Champion, you had to beat the current Champion, aka Steven, which Wallace did.

That's really the most logical assumption, unless one prefers to believe that the events of the paired versions happen, using only one of the two cover Legendaries (in the case of Generations III and IV)... and then nearly-identical events happen (again) a short time later.
