I believe so. With the experience of battling champions of other regions, Ash has got to use his reserves if he wants to defend his title as Monarch.
Goh save suicune=> suicune accepted goh friendship in seconds and even allowed being caught.
Ash risk his life to save Latios => latios rejected ash friendship attempt with an ungrateful slap and run.
so, even according to ash last minute own definition of Pokemon master, Goh stay closer to achieve the goal than him.
If being master was supposed to catch all pokemon, Goh quickly surpassed him in months
If being master was supposed to be the strongest, Goh already shown in the Flygon episode he could reach Ash years of battle skills/strategy experience near champion level in only months. If Goh was interested in battle, he could surpass ash without real effort.
Whatever the definition of pokemon master we choose, Goh already surpassed Ash.

....What an absolute dumb analogy, but expecting coherent media literacy from Goh haters ain't something worthwhile anyway
Its almost like pokemon can be different, have different traits, and the indifference of Latios to Ash is a catalyst for him to go home and ponder about how befriending every pokemon is what a Pokemon Master is to him for he will always see himself as a challenger even after being a Champion.
Its not like Ash has befriended pretty much all the legendary pokemon and had a strong connection with them in movies.....NOOOOO It means nothing coz Ash didnt get them in a ball.

Yeeeah, but it makes this particular Latios come across as an ungrateful bastard given all Ash did for him and his sister.
Excepted all those befriended legendaries never come back to visit ash even once despite most of them having instant space teleportation travel when Suicune who is a LEGS RUNNING ONLY wanderer with cleaning duties all over the world have time to visit goh and the lab several time. And most of the movies taken place in some alternate universes not canon with the anime and often different for each movie (like movie 1/2 in prime animeverse, movie 3 in pokeverse 02, movie 4 in pokeverse 03, etc).
So yay, suicune connection with Goh alone was shown deeper than almost all legendaries bonds to Ash (which were mainly a thks and forget bond) put together

Its almost like its coz Goh caught him in a ball to protect him instead of Ash who doesnt throw balls, almost like Suicune is Goh's mon and the mons Ash befriended had their lives

This episode made me cry and I really had to think to myself, it really is over.... thankfully, we still got a special episode left after this, but, it's over and we just have to except it. Thank you, Ash and this dub too for being really good!

True, Gary's VA never changed (unlike Tracey/Giovanni who briefly changed VAs before reverting), but I was more or less referring to voice quality with many character's voices, despite the VA not changing hands sounding different. For example with Gary in this episode, even though it's the same VA, the pitch is different.
