Is there a rarity chart on Shadow Pokémon you can catch, from common to rarest; and a guide on which Pokémon each rocket could potentially offer to catch?

Larvitar is highly sought after right now as is Dratini. I haven't seen posts from people saying they got shadow Turtwig yet, but I have seen rockets with Torterra on their team.

I don't know dratini seem not that uncommon here. I've also already seen larvitar and several grimer.

I haven't encountered turtwig yet
