I'm all for the comeback of our favourite scheming trickster. I do agree that his "puzzles" were a joke, so I think he should, instead, make an appearance closer to the end of the game (Trick Tower sounds like a splendid idea) and with more challenging puzzles.
By residing close to the end of the game, his puzzles would be free from the restrictions of HM 'tiering'. GF would be enabled to design puzzles using HMs obtained early on in a context not possible at the relatively low difficulty level found early in any good game. I'd really like to see some competently designed puzzles. Isn't that the whole point of the Trick House: to provide a fun, new kind of challenge while not preventing the cognitively lacking kids from completing the game?
I have yet to see a Strength Sokoban which is actually challenging. There's untapped potential for this and all sorts of other puzzles within the game engine, and possibly new types of tricky challenges under any slew of possible D/P additions. I really hope it doesn't go to waste again.
To get a good sense of the sorts of things they could actually do, I recommend
Enigma. (It's a great game; you're not wasting your time!
