I did beat him. But NO WAY I'm gonna pay for the evolution items. I grab all Items I want, then use a seed that transports you (near) to the stairs. Done :p

i don't bother to try to recruit him. torchic and 'I' needs to be at lv70 above then you may have the chance. but yeah i always used trawl orb to get the gummis in Marine Resort.

My Venusaur can OHKO Kecleons with Razor Leaf easily (it's lv. 100). I've beaten many with it, but none of them have ever wanted to join me... >___>

I just wonder how Kecleon can be so fast and have so much attack power. It's kind of sad when your Pokemon easily take out a legendary, but then get owned by Kecleon.

So I guess Kecleon really is the ultimate Pokemon in the game. Or maybe it just uses steroids.
