The weakest moves

What are the weakest moves for a pokemon? Tail whip? Splash?

but for stast moves mostly the less useable ones like leer

Splash and Constrict are my pet peeves when it comes to moves. Why would they add any weak attack in the game if no one will use them?

Constrict maybe are weak but it at least do some damage..

Constrict is actually good it ensures you to hit next turn.I'd say Thunder Wave of a Ground type.

Memento isn't that bad when used right, as in using it to set up for a Belly Drummer sweep.

Cancel Opponent´s Double Team and hit ghost Pokémon with normal or fighting attacks is completely useless, isn´t it?
