I think you should use proper grammar and spelling rather than using crude 1337 chatroom speak.
Going by battling-prowess, Totodile is definately the worst. The alligator suffers from having collosal physical-attack but not the typing or movepool to support it.
Mudkip is my technical least-favourite though. No matter how much fans preach and preach about how adorable it is, it will always be a repulsive slimey creep in my eyes. >.<
I think that all of the starters are pretty good. If anything, its typhlosion for its lack of special moves, but we still use it just fine. And the totodile argument is null and void, since the phsy/spec split takes care of that issue.
Blastoise can do a lot of stuff. He's just outranked. But in spite of that, he always saves my butt in the worst of situations.
Pre-DP, I'd say the worst would be Blastoise (It IS outranked, unfortunately...), Feraligatr and Charizard.
Now with D/P, Typhlosion seems to be the only one that won nothing and has followed Charizard into the "Movepool=/=Stats" path. Charizard got Dragon Pulse, Focus Bomb, Air Slash, Solarbeam and Ancient Power, though. Typhlosion lost what made it good (Special Thunder Punch.), though it still has Focus Bomb and Solarbeam, but most of its good Attacks are Physical now. And while Hidden Power is now Special regardless of Type, Fire doesn't wins as much as Grass does from that...
Feraligatr gets Dragon Dance and Aqua Tail. It's a force to be reckoned with now...
Blastoise gets Aqua Ring and Luster Cannon. While the latter is novelty-ish, it's still something. Besides that, he remains the same, but still, he's always been good. just outranked.
Sceptile lost a good chunk of its RSE attacks, but it gets Energy Ball, Dragon Pulse and Special Hidden Power Rock. And it can always attempt a Physical focus with its several Physical attacks, such as STRONGER Leaf Blade, Blade Test, Scissor Cross, Earthquake, Crunch, Thunder Punch and such.
So yes. Typhlosion got the hard end of the stick...
