He's and old guy. Theres a door where you can go upstairs but it's blocked by 3 plants.

In the japanese version they have e-cards to unlock special trainers. This house is where you fight them. However they stopped making e-cards for the English version before FR/LG came out, so FR/LG and Emerald don't have e-cards for that. That house has no uses in the English version.
