I'm not quite sure on this one, but maybe it's because lv1 would make it uberly weak so they decided to take it out o_O (I don't think that made sense).

Because Level 1 Pokémon would get owned by a blindfolded Caterpie. The Level 2 ones that beginning trainers find are premature ones put in the game to help raise up their starter. Babies are born at Level 5 so that they are easier to raise from the beginning.

Rihana pretty much said it all. Eggs are Hatched at Lv 5 because it seems to be the level for weak and beginning Pokemon, and not Lv 1.
Have you not noticed that Omanyte, Kabuto, Aerodactyl, Beldum, and the Starters are all at Lv 5 as well?

Also, some Pokemon are at Lv 2, 3, and 4 because they're easier for your Starter and beginning Pokemon to take down...otherwise it would be kind of difficult to start training your Pokemon.

Nothing to be done
The answer is quite obvious once you think about it.

The areas surrounding Pallet, New Bark, and Littleroot towns all must've been nuclear testing sites at some point in time. The extreme levels of radiation in these areas cause the majority of eggs to hatch prematuraly, causing deformed, under-developed baby Pokemon to emerge.

*slaps head* Of course! That is what must have happened on Cinnabar Island as well. No wonder it looks totaled in the metal games.

Where in the world did you find the time to make such an outlandish and ridiculous story?

What Rihana and .Combusken. say does make a lot of sense. Battling a wild Pokémon the same level as your starter would be pretty difficult, not to mention, what would your rival's starter's level be? Seven? Though, for some strange and unexplainable reason, I strongly desire to see a level 1 Pokémon.

Cipher was kidding, of course. (I hope...)

No Level 1s is also possibly because to survive in the wild, pokemon need to be at least Lvl 2. Natural selection, right? ;)

If it were at level 1, I would run around like a monkey. And Nintendo hates me.
;) Anyway, the wild pokes are hatched from eggs at lv.2 because heat varies in the wild, right? In your bag/pocket/whatever, the temp is the same.

Its simple. Breeding was invented in gsc. But in RBY we had Level 2 pokemon. And since level 5 hatched pokemon seem more logical than level 1 or 2......you get the idea.

Obviously the reason they put in level 2 pokemon was to give you easy training at the beginning... oh god, how I cringed when they changed the level 3 poocheyana (which, stretched to to the extreme, might be vaguely scary) to a level 2 zigzagoon...uh... so lame... I guess it was for all those trainers who had trouble beating the poocheyana, despite the fact that it runs away when your pokemon gets too weak [blatant sarcasm]

I dunno the justification, though... do all pokemon really lay eggs in the wild? It's just that that seems very unlikely. I always thought that the level 2, 3, etc were pokemon that were just born the regular way... wait, then where are the adults? Ok, I dunno then... just a very weak variety of the pokemon that lives around that town, but it was simple to classify it as the same kind at a low level?

I didn't know they changed Poocheyena because I don't have emerald. Sorry to go off topic, but that is a very stupid move. Any n00b can defeat the Level 3 Poocheyena. Yet they keep the level 5 opposing starter at the beginning of FR LG which can be fairly difficult to a newbie.

You people who think the level one-ers would be "00b3r w34k" are totally wrong.
Oh, so the level two's aren't "00b3r w34k" then?
"00b3r w34k" point disproven.

This is a fanfiction-esque reason for why pokemon hatch at lvl 5.

It only happens in captivity. In the wild, they all hatch at lvl 1. But conditions in breeding centers are such that they strengthen the unhatched pokemon inside the egg, and when in hatches, it's at lvl 5. Simple, no? :D

I've been replaying Pokemon Yellow and I came across a Level 1 Pokemon. OMG! I was going to make a topic about it, actually.

well the LV 1-4 maybee a weak baby pokemon so they don't put it even in eggs ... that's my opinion

Well, we all have it pretty much figured out that they have below level 5 Pokemon in the wild to make it possible to train your starter. Now for my crazy "if it was real" theory.
If there are no exceptional circumstances, all Pokemon will hatch at level 5, as they do in captivity. However, in the wild, there could be various dangers that need to be avoided. These obivously can't be avoided if the Pokemon is still in the egg. In these circumstances, the parent will break the shell of the egg and the young Pokemon will emerge at a lower level than it should be. The hatchling will then either escape on its own steam or be carried by the parent, depending on the species.
