What exactly is this?

I mean, yeah, it's an interview, and I found it on one of the Japanese Nintendo Hg/Ss pages, but there are pictures of older games and whatnot. Okay, maybe "What exactly is this" isn't the best question, but I don't know if I've stumbled onto something special or just something that's been seen before. (I bet it's the latter, but if it's not, then somebody has to find stuff like this first, right?)
