Thunder TM is available at the Power Plant where you catch Zapdos. Although I advise getting a Thunderbolt from the game corner.

thnx i needed it for loreli, but i beat her im on agatha now. so i need another strategy but that's a diff. topic.
agatha is a waste of battery time because she keeps using hypnosis and i keep using pokeflute with her gengar. it's very annoying. but i say thunderbolt is better since it's more accurate (unless you have rain dance) and has more pp.
a primeape with moves that can hit ghost types is good since it's ability vital spirit prevents hypnosis from working.
