Added Suicune to standard, put Cloyster in OU, keeping the tiers as they are for now since there are weird placements for certain Pokemon such as Articuno.

Articuno is OU, doesn't matter how used it is, it's still OU. Why don't you get that? I t reallky doesn't matter if a pokemon is a staple, Ou or low end OU, they are all OU
