just to the west of fallarbor town, you'll find the fossil maniac's house. the little boy in the first room will give you TM28.

And you'll need Dig to get to Regi-trio. It's best if you train Trapinch to lvl. 41 to learn Dig than wasting TM Dig to worthless pokemon.
