TM 36 - Sludge Bomb

im trying to find Sludge Bomb, and the main site says its in Dewford town, but i cant find it. I just defeated Brawly.

is there another part of the town i need surf to get to, or is it around the gym??

Who have to progress in the game more, by around your 4th or 5th badge, go back to Dewford, and go to that trend building. A collector in there will give you Sludge Bomb
