Its on Fiery Path, but you'll need Strength to access it.

u would have to trade from another game to get another TM of it, but almost any pokemon can learn it, so u can chain breed toxic to a bunch of pokemon.

You find it in the fiery path, as well as a fire stone, but you must use strength. Chain breed, too.

you can chain breed Toxic to QUITE A LOT of things...
