Trade from emerald to Pokemon XD wont work

I can't trade from my emerald to my Pokemon XD i have all i need the cabel to gamecube. But on My screem the gameboy advance just shake. And says can't connect

Do you have National Dex?

You need the national dex to trade with colo or XD 4 emerald u can do when u get the hoeon dex in Ruby and Sapphire

In XD: You need to beat Story mode.
In Emerald: beat the E4 at least once.

Did you go to the basement in the Pokemon Center in Phenac and do all that stuff?
