You can't trade from G/S/C directly to Emerald, so you won't be able to get it that way.

Yea you can get Lugia and Ho-oh without Nintendo Events. It's called Pokemon XD and Colosseum.

Sorry, but so many new variables were added in the 3rd generation (Natures, Abilities, a new shiny ratio, etc etc) that it just wasn't possible for Nintendo to have G/S/C to R/S/E/FR/LG trading.

Considering this has been answered and this information has been known since R/S came out...
