Sorry if this has been answered before but I thought it was one way then I read a couple of un-argued posts and I got confused again.

Will you be able to trade 4th gen pokemon to R/S/E/Fr/Lg? Or will it only be from the 3rd gen to the 4th gen?

No, obviously not, just like how you couldn't trade new Johto Pokemon to R/B/Y. Think about it, they have to be actually programmed into the game first.

The only trading will be R/S/E/FR/LG to D/P...or of course any old Pokemon in D/P back the other way...gotta have something to trade...
