Is it possible to trade from emerald into fire red/colosseum before you get the national dex? Or would I have to beat the e4 each time to be able to trade all the Hoenn starters into Fire red?

No, you must defeat the E4 before you can trade outside of Hoenn

either way you can't trade hoenn pokemon to fr/lg until you complete the sevii islands miniquests.

Or you could fix the Network Machine in FR, then trade the Hoenn starters from R/S since you don't need to National Dex in there
