on a sidenote, im a gym leader in the marriland forums league
and since challengers can change their teams, we have it that each gym leader has their own set of rules for their gym, such as a normal GL would limit the amount of fighting pokemon that the challenger can bring to 2 or 3
just bringing it up cause it would help because people bring teams that hit super effective giving the GL little chance to win
with this this rule gym leaders have more of a chance

anyway just putting that out there

Ikusa, it's very, very unlikely (basically impossible) you'll get a Gym Leader or Elite Four position, as the likely substitutes for inactive leaders have already been pre selected when the original 8 leaders were selected. By the way, pointlessly asking will get you nowhere.
