to encounter it the first time?
you don't look for it, and you will eventually find it.
To catch it, either have a master ball, or a wobbufett and lots of timer balls and ultra balls.
EDIT: DON'T DOUBLE POST! You stand in one place and turn around without walking, and it doesn't use any steps.

Whats the Safari Zone trick though. I want to try that?
 
Theres nothing you can do, encounter is praticlly random, what i would suggest is doing a task, IE collect all the cloured shards and then have a wobbafett in first position and then have a max repel and eventully youll run into one.

I once ran into Latias in my Sapphire version while training my low-level pokemon in the route that had the day care center in it. (117 or 118, I forget which) Basically, just use a master ball. It's completely random, just don't run from it or you will never find it again. Also, if you have a special ticket that you could only get in an event for the e-reader, you can go to southern island and capture a level 50 one with a soul dew held item. I have that ticket, that's how I know.

As for the safari zone, just go to one square and have your character face you, then just go in a circle, but on one square. I don't think you can save your game in the safari zone, though.

This is FALSE. The only way to make Lati@s disappear permanently is to either catch it or faint it.

Just see the thing once, let it escape, then hunt it down with a False Swiper, then with a Sporer, and a third time with a Wobbuffet. Turf Balls until the thing is caught. I've answered this at least once before. Save your Master Ball for a fleeing shiny.

useing a wobbufet is the most dumest thing you can do becase it retaliates the spacial attack double and latias knows two psyhic attacks and one will nock her out in two turns if she uses luster pursh and any ways when you try to pursue the latias it runs away when you have it in the lead team position
i found out that useing a snorlax with block is much better and when the snorlax is in the lead team position the latias will not run away and you can run away from the pokmon that try to battle you when using a wobbufet

this pokemon will help out the timer balls and have a couple of dive balls
just in case i caught mine in one oh and when you let latias run its pp out
use double team and have plenty of leppa berrys with you to restore your
pp and 20 full restores make it around level 60 so you dont get nocked out

You don't attack with the wobbufett, you just throw time/ultra balls like crazy. Maybe you could use safeguard randomly, but the reason you use it is because then they can't escape, and none of it's attacks are very good against wobbu. And a snorlax with all that would take too long to raise, and you only have to have a lvl 30-50 wobbu for it to work. please listen to us, we know what works and what doesn't.

you know, you have a choice on whether or not to use mirror coat. if all you're doing is tossing repeat/ultra/timer balls, wobby doesn't retaliate anything.

also, i don't know what kind of crack you're feeding your snorlax, but most laxen won't be able to outrun a lv. 40 lati@s until it's in its 90's, level-wise, so it won't be able to block it.

most effective tool is wobbuffet, with max potion/full restore support, or a mean look sableye. since the only attacking moves they have are psychic-type, sableye is completely immune.

Here's how i got it:
Latios is on the same route i am.
I save.
Wild Latios appeared!
Go!Salamance!
Salamance used Headbutt!(Latios is down to 1 hp)
Wild Latios fled!
Later...
Wild Latios appeared!
Go!Wobbufett!
And I just kept throwing Ultra Balls and using Full Restore on Wobbufett.

If you don't have a masterball on you, you could try crobat's mean look + Bite, Wobbufett, or maybe a spore + false swiping Breloom with a high speed.

bad idea.

and crobat's weak to both of lati@s' attacking moves. (mist ball/luster purge and psychic). rolls over and dies.

use wobby, or sableye.
