Trouble Starting Up Windows 98

Most of the major programs on my IBM laptop were removed after a nasty little spyware incident leftover from its previous owner. However, I used a back-up floppy disk to transfer the data back onto the computer. My problem is that after it checks all of the drives for regularity, instead of going to the Windows 98 loading screen with the logo and clouds or the log-in screen, it goes to the black MS-DOS screen. This is what it says:

Microsoft(R) Windows 98
(C)Copyright Microsoft Corp 1981-1999.

C:\>_

So basically, it's asking for a command to boot up Windows again after I had restarted from the back-up transfer. My dilemma is that I don't know what the start-up command is :p

Help would be much appreciated @w@

Mmm, it didn't work :( I've been trying to look for it on Google, but my specific search terms aren't turning anything up.
