Get Lugia and Ho-oh
First you have to go to any Pokemart and fill out the questionare. Then you have to put in the words "link together with all". The guy who runs the mart talks to you and said you should be recieving Mystery Gifts. So save at that spot and turn off your gameboy. Then you have to get a friend that has a wireless adapter(you need one too)and turn on your gameboy. Then at the title screen, DO NOT CHOOSE CONTINUE. Instead choose Mystery Gift. Then when yoour in that screen, choose Mystery Newsletter. Then choose it again. After that exit and press continue on the title screen. Then go to any pokemon center and go upstairs. You will see a man wearing green at the first counter. Talk to him and he will give you a Mystery Ticket. After that go to the port in Vermilion City. Do what you usually do to get to the Sevii Islands but this time you will see only Sevii Islands or Naval Island. Choose Naval Island. Then enter the cave(there are no wild pokemon). Then keep going strait. You will see an area where you can turn left or right. Right is Lugia(lv. 70) Left is Ho-oh(lv.70). You can only catch them with Timer balls, Ultra balls, and Master balls.

Err, I dont want to disappoint you, but this is wrong forum ^^
The thing you posted works in newer versions of the game(and that is actually as good as a basic knowledge for Ru/Sa/Em), not in GSC ^^;
Oh, and you wont get the Mystic Ticket after activating Mystery Gift, but in a Nintendo Event...

No. There is no questionare in G/S/C. Sorry, but you got pulled. Many of the too good to be true cheats are too good to be true.

You already made a thread on this that is closed, but i've heard you have to get a special thing to download the mystery ticket in new york or chicago....I'm not sure.
