highest SAtk in the game is FR Deoxys, with a minimum of 365 with no IVs or EVs.

in FR deoxys is for attack not SAtk. In LG deoxys is good for defence but not SADef. In Emerald deoxys is the speed form. Last but not least in R/S its the normal form of deoxys.

Deoxys-F has the highest special attack although many do use him as a physical sweeper so they can use psycho boost.

all Deoxys's special stats and physical stats are mirrors of each other. attacks and defenses on a single pokemon equal each other within a single game (though obviously they'll change when you trade, but they'll still stay close to each other.)

lowest one can have is 620, and the max is 714. why are people talking about what has the most HP? the original question was about hidden power.

and even though it's not technically a month, 29 days should be easily enough to consider something locked. why do people bring back threads from the last page?
