Victory road sucks once you beat all the trainers in it.go to 1 island and use VS Seeker on the black belts.Their fighting pokemon give a lot of experience.

I think that fisherman is somewhere below lavendar town, near where the young couples (with nidoran/nidorin@) are.

Well, if you already went to one island and beat the bikers, you could just fly to vermilion and go to one island to train (out of all of the islands that you can go to with the tri-pass one island is the best). With all the trainers and the vs. seeker at hand you should have challenges that can help you out. If you didn't already, then go to the pokemon center in Cinnabar and talk to Bill, he will be there and take you to the islands. Moltres on one island may help you aganist the elite 4 (if you want to train just to fight the elite 4).

I didn't recommend you to train in victory road,I just said victory road sucks after you beat the trainers there.Just train in 1 island.(Complete the island quest if you haven't)

There have been so many threads like this asking for a place to level up Pokemon. It just goes to show how poorly made this aspect of the game is. I recommend training on Island 1. Just start in the town and work your way up, battling every trainer along the way. There are plenty of trainers, I think one of the people on that route has a Pokemon holding Black Belt, so Thief it. Other than Island 1, the only other place is Victory Road, but if I remember correctly you can't rebattle any of the trainers.

Thats good advice mate, but he said before the elite four, not after.

I'd recommend victory road, or find a trainer and keep using the VS seeker by him, evntually they become pretty powerful and can be used to level up.
