underleveled Pidgeotto in leafgreen?

Serebii's third-gen pokedex says that pidgeotto can be encountered on a variety of routes and locations including route 1 in Leafgreen, but NOT in Firered. Can anyone speak to this?

It looks like it's an error. There are definitely no Pidgeotto on Route 1 or anywhere really early like that in LeafGreen.
The Pokearth pages for Route 1 and other places don't seem to have this issue.

(Also, Bulbapedia gives the same locations for Pidgeotto in LeafGreen as in FireRed, which seems correct based on my experience, so I really think the Serebii Pokedex just has an error)

We have a mistakes on Serebii.net thread where you can report this error so that it can be fixed.
