Uneffected sandstorm Arcanine

Hey guys, I remember today when I was battling the champion in the Elite 4 in my FireRed and I had to defeat his last pokemon, his Arcanine;059;. I used my Rayquaza;384; to fight it. They were both in Tyranitar's sandstorm. When the sandstorm raged, for some reason Arcanine was'nt affected by it! It should've been damaged! I thought only Rock, Ground, and Steel type pokemon arn't affected! This is really weird.

Rayquaza has AirLock, which negates all weather effects.
