Okay hell-fire. I'll try my best to help you. But I'm not too great at it myself. First, I'll assume you're playing either Ruby, Sapphire, or Emerald since you're posting it here. So here are the leveling spots that are
EASY to get to, and convenient too.
First things first. Do NOT worry about the stats. Just pay attention to the effort values you're doing. Are you trying to raise Bagon in attack EV? What amount do you want to give him? 255 is the max you can give it in effort value, but I'm sure you know if you want to "max" it, 252 is enough.
So you should be fighting...
- Shuppet (1 EV) in Mt. Pyre (Available in Sapphire only)
Use Super Rod in Route 118. It's east of Mauville
- Carvanha (1 EV)
- Sharpedo (2 EVs)
From the looks of things, you have killed some Marill, which gives 2 HP EV each. Solrock is 2 Attack EV each also. Zubats are 1 EV each in speed.
So here is what you've done so far.
10 Protein and 10 Carbos. Instantly on a piece of paper, write down 100 attack and 100 speed.
Now let's calculate what you've battled.
- 2 Marill = 4 HP Effort Value
- 41 Zubat = 41 Speed Effort Value
- 9 Solrock = 18 Attack Effort Value
Total... you have for your Bagon:
4 HP EV Points
141 Speed EV Points
118 Attack EV Points
So from there, you go to whatever amount you're looking for. Just remember, the MAXIMUM points you can get is 510 EV Points. So once you're sure you hit 510 (and I hope you're keeping track carefully), visit the ribbon lady in Slateport City. If you got a ribbon instantly, you have completed your EV Training successfully. If not, try to figure out what you did wrong. Fight a few more Pokemon and hope that you miscounted somewhere.

There are two easy ways to effort value train.
1) Give it EXP Share, and let your stronger Pokemon fight it. You don't need to switch it in to give it EV Points.
2) Give it Macho Brace. Let Bagon hold it and put it as the 1st Pokemon. Then when the battle starts and it's out... SWITCH it to a stronger Pokemon. When you finish the Wild Pokemon off. Make sure you mark
double the points.
Example: Ekans gives 1 EV Point in Attack. If you have Macho Brace on, put down 2 points in Attack. If you killed an Arbok with Macho Brace on... instead of putting down 2 Points in Attack, you put 4.
Enjoy EV Training. After you get the ribbon to show you've finished EV Training. You can level it any way you'd like as long as it gets to level 100. The end result will show in MUCH higher stats (depending on what the nature is and what you EV trained) compared to the Pokemon you did not EV Train.
