I'm at Frost Tiger and I cant damage him enough. Is there any way to cause MASSIVE amounts of damage to him?

Four words: Red Hot One Hundred. Silvia's useless when it comes to laying out tons of damage. Joe's zoomed-in punches are the best way to damage most things in the game.

But first, you need to do the Dragon Kick (the diagonal kick you buy from the store) on him to knock out his frost powers for the time being. After that, he jumps to the top, and you just have to avoid his strikes and wait till he screws up. Then you just bombard him.
