*Rubs hands together* Alright, I wondered when I was going to get my first barrage of questions, lol. ^_^ Let’s see if I can answer these.
In the beginning, none because I don’t want people to begin making an already well rounded Pokémon using the TMs. This will at least provide a lot more room to grow and to watch as characters struggle to learn new attacks in order to ensure their survival. I’m already letting you guys hit up to level 55, over half of 100. ^_^
Lol, that kind of reminds me of someone’s ability from Naruto. I think it was Naruto. Naw, don't like this one too much lol. If someone's a Lucario (aura ability) or Luxray (x-ray ability) they can do it. ^_^
I was thinking about that as well, particularly thief. Yeah, but don’t get out of hand with it. That goes for everyone. I don’t want people typing “oh I used thief and stole your all your Vindi.” As for snatch, no, that’s for stealing an opponent’s power up or healing move. As for knock-off (before it comes up), the crystal can’t be knocked off if the person is already in their Vindex form (the crystal won't be visible). It can be knocked away before they attempt to transform. Once again, do not get carried away.
If you’re worried about power playing then get rid of ‘em or it’s basically for the effect, then use the move only for that purpose. I put level 55 as the maximum and I think myself that is too high (I like freedom that’s why it’s so high), but it is possible to control yourself and not power play while still role playing effectively. Having all three at level 55 wouldn’t leave any real room for growth and definitely would feel like a person would be leaning towards power playing. To solve this, just make your Pokémon at a lower level.
People can own an unlimited number of Vindi however, but have no more than six on hand. They don’t take up bag space. A crystal can be worn as an accessory or hidden in someone’s pockets. The person has to be holding/touching the Vindex crystal while saying its name in order for it to activate. The excavators are the ones that are allowed quite a number of Vindi because lol they’re the excavators. I wouldn’t recommend fighters having a bunch on hand because the possibility of them losing a few will be greater. That’s why I said that the usual number of Vindi carried was six. Out of habit from the old way, but if that’s not solid enough, I’ll put a cap on it now. No more than 6 on hand to use in battle. As for the excavators, they can have more in their possession because as I said, they’re the excavators, but they’re under the 6 only rule as well (6 only used during a fight). Besides, it would tiresome transforming from human to Vindex, back to human and then to another Vindex. (Oh you can’t slide from one Vindex into another like Digimon do the slide evolution thing. Meaning if you have a Meowth and Squirtle Vindex and you’re a Meowth right now you’d have to transform back into a human before transforming into the Squirtle.) Not to mention any new Vindex found would be the equivalent of a wild Pokémon, which means that they won’t just suddenly have perfect control. It takes time and practice to get control of a new Vindex, depending on what and how strong it is. I wouldn’t expect a person to have trouble with a newly found Caterpie Vindex as they would with a newly discovered Electabuzz Vindex.
I’ve never done the Explorer Kit underground thing so I don’t really know how that works. ^_^;;;
No, the food and drink don’t take up a slot, unless it is something like MooMoo Milk. I kind of felt guilty when they put small things like watches as an item (that’s an accessory), but didn’t have the heart to tell them. When they read this they’ll probably be glaring at the computer screen. *Gulps* It’s for major items that stick out like rope, first aid kits, and yeah MooMoo Milk along with the rare candy (Poke balls, potions, full heals, etc). The stuff you would find in the bag of the character on the game except maybe the bicycle. I don’t get how that’s able to fit in a bag. I guess it’s foldable.
The radio stations are down right now unless the bad guys need to make a threatening announcement of some sort. As for the civilians, they keep them in check and if that particular area has a lot of possible rebels, then they’ll be on house arrest or secured in some kind of cell. If they’re really rowdy then they’re beaten and shown as examples when they rebel. All Archie wants to do is bring on expanding the ocean and until the go ahead is given, he is having his grunts and admins keep the people in check as well as trying to hold back the rebels. As for Giovanni, Maxie, and Cyrus, they definitely aren’t as lenient.
That definitely would add more to the role play. Yeah sure and I could make a few missions out of it because someone is going to have to find Bill. (Darn, wasn’t supposed to reveal that.) XD
I’ll say this, creative thoughts like this I will allow because you guys are actually thinking and pondering on making this a real good role play (hopefully that’s the case and not to power play). Back to the embargo thing, I’ll change my mind and let that in. All aforementioned things about the attacks apply to the good side as well so everyone is open to using them. If power playing gets too then all the effects of moves such as embargo, thief, knock off and whatever others will be canceled out for the remainder of the role play. Just can't use the foresight thing.

1. Since you have a no egg moves policy; what's your stance on starting out with TM moves? Can we have as many as we want, a certain limit (e.g. 3) or none at all?

2. The move Foresight; can it be used in a Frisky (the ability you perverts) way? The ability allows you to see what item your opponent has and since Foresight is searching and identifying your opponent I can see it having a similar effect.

9. Something I'm planning on doing later on in the rpg and something for you to consider. I'm guessing a lot of people have gone missing during the take over, right? Would it be possible to find some trapped in Pokémon form and have the challenge of figuring out who they are?
