Volt Tackle and Surf?

Can you breed a Pichu to hatch with volt tackle and surf? What if you had a male and female pikachu (both with surf) who bred holding a light ball? I know that for a pokemon to hatch with a move that it can learn, both parents need to know the move, and for TM's, that father needs to know the move.
If you can only get them on seperate pichu's, which move would you go for (or would you do a double team with both).

Not both, can get volt tackle of its father holds a light bulb and can only get surf from Pokemon Box after filling with 1499.

I only used volt tackle with charge (Duking's plusle was dad) for cool contests.

no, because you can´t breed pichu XD
I got what you meant, and I think that it is impossible to get those 2 attack is one pikachu.

The Surfing Pichu you get in Box is special. Despite it being an HM, the game has no data of the Pika family being able to learn it via HM. this means it's a special Move and can't be bred on.

Your Surfing Pikachu is stuck with Surf and the other moves it had, while the Volt Tackle Pikachu suffers the same fate...
