u get it from a pikachu from the safari zone

The father of pichu has to hold light ball in order for offsprings to learn volt tackle. I gave light ball to plusle so pichu could also learn "charge" which makes an excellent contest combo with volt tackle.

No, I think that the female pikachu must be holding the light ball and must breed with ditto or another pikachu to get volt tackle.

you get a light ball from a wild pikachu in the Safari Zone. you have to breed two pikachus (or pikachu and a raichu, etc.) and one of the pikachus has to be holding the light ball. Pikachu is rare, and a pikachu witha light ball is even rarer(is that even a real word?) so it may take a while. my first pikachu in emerald had a light ball. i just kept it in the pc untill i found out what it did.

To answer the original question: No, you cannot breed a male Vigoroth (or any other Pokemon) with Pikachu and still get a Pichu with Volt Tackle. You MUST breed a Pikachu and another Pikachu (holding a Light Ball) to get a Pichu with Volt Tackle. Like shiny charizard master said, if you checked the main site (http://www.serebii.net/emerald/volttackle.shtml) you would have gotten your answer.

Not being rude, just getting the point across.
