I just hatched a charmander egg and i need to get it to like level 20 so i can effiecently (sp) EV train it, so i usually go to Victory Rd and fight wally, but he wont battle me anymore. Is there a preset amnt of times i can battle him before he just gives up? And if so, can somebody tell me other strong ppl to battle othe that the elite 4 so i can train fast.

You must beat the Elite 4 to battle him or everytime you want to battle him.
To Battle Wally=Beat the Elite 4 once before going to him.

No, he is just like any other trainer in your pokenav; he will want to rematch u at random times, it is not preset.

Also, u could just train agianst weak wild pokemon. That way, u will increase your chances of find a wild shiny pokemon(and catch it yourself, D'MoneyBoi knows what i am talking about), or finding pokerus!

Also, in case it is of any importance, D'MoneyBoi is my cuz. We are pretty tight

After Defeating the Elite 4, walk into the cave and talk to Wally, if he doesn't want to battle leave the cave, re-enter and keep talking to him. He will eventually battle you.

the reporters constanly want to batttle and the pokemon are at level 39 and they stay that way but you have to find them on what route they are on exploude and magneton

You have to wait a certain amount of time, before anyone will battle you if you have battled them already.

Yeah, just wait some time, and he will eventually battle you again.
