first is it possible to get a dargonite with thick fat. aslo is it possible to get a dragonite with focus punch

No, you can't get Thick Fat on Dragonite without the use of a cheating device.

And yes, Dragonite learns Focus Punch from the TM.

Dragonite can learn focus punch with a tm. But why focus punch?
My lv. 100 dragonite doesn't know it and he's still a killer

Maybe it's for the subpuncher moveset:
Dragonite
-Substitute
-Focus Punch
-Ice Beam
-Thunderbolt

With a -spd +sp.atk nature it's a pretty decent sweeper.
