Was a Pokemon Z considered too redundant with Z-Power being introduced a generation later?

    I mean, they clearly had plans for Sun and Moon during X and Y's development (case in point, the Strange Souvenir), so that makes me wonder if they just didn't want to do Z because of what Alola's main mechanic would be?

    Unlikely. Z in Z-Power references the word zenyoku(which basically means "zenith power" in English) so they could have easily renamed it something like Ultra Power. It is more likely that original speculation holds, that is, the 20th anniversary got in the way.
